Question : ITI-Skill Development Centres

(a) the details of pending proposals received from various State Governments including Bihar for setting up of ITI/Skill Development Centers under the Public-Private Partnership and the time since when those proposals are pending, State-wise;

(b) the action taken so far in this regard, state-wise; and

(c) the details of policy for generating employment opportunities in rural and urban areas and the details of action plan prepared for its implementation?

Answer given by the minister

(a) & (b) Setting up of 1500 new ITIs in Public Private-Partnership (PPP) in the country had been taken up by the Union Government under a project titled “Kaushal Vikas Yojana”. The State Governments had been requested to identify locations where free of cost land with basic amenities such as road,power, water supply and communication facility, etc are available. Responses from State Governments including Biharreceived for setting up of these ITIs in PPP. However, the scheme has not been found feasible and is being revised to setup Multi Skill Training Institutes with active participation of industries/Private Partners.

(c) An entrepreneurship development scheme is currently being developed around the following major elements by the Ministry of Skill Development and Entrepreneurship.

I. Educate and equip potential and early stage entrepreneurs across India.
II. Connect entrepreneurs to peers, mentors, incubators.
III. Support entrepreneurs through Entrepreneurship Hubs (E-Hubs).
IV. Catalyse a culture shift to encourage entrepreneurship.
V. Encourage entrepreneurship among underrepresented groups.
VI. Promote Entrepreneurship amongst Women.
VII. Foster social entrepreneurship and grassroots innovations.
