Question : MANPOWER OF STEEL PSUS



(a) whether a number of posts of various categories/ classes are vacant in various departments of the Steel Authority of India Limited (SAIL) and its each subsidiary, particularly in hospitals, and many tasks are being executed through outsourcing;

(b) if so, the details thereof;

(c) the status of the working personnel and the retired employees re-employed against the total sanctioned posts of class `A`, `B`, `C` and `D` in SAIL and its subsidiaries, particularly in Bokaro Steel Plant, during each of the last three years and the current year at present; and

(d) the details of works being done through outsourcing in SAIL and its each subsidiary?

(a),(b)&(d): No, Madam. Steel Authority of India Limited (SAIL), has a well established system for formulation of Human Resource Plan (HRP) every year wherein all the issues like emerging requirements due to superannuations, new facilities etc. is examined and recruitment budget is approved for providing skilled manpower to ensure smooth operation of plants/units including hospitals. Plants/ Units of SAIL award job contracts for the specialised and intermittent nature as well as various ongoing project activities under the Modernisation & Expansion Programme through tendering process. Sporadic jobs, periodic Capital Repairs & intermittent maintenance jobs for Plant & equipment, jobs pertaining to new projects as well as Addition, Modification and Rectification (AMR) of existing facilities, road building, housekeeping and waste disposal, etc. are contracted out. The Contractor engages contract labour to execute the jobs contracted out to him.

(c) The number of class-wise employees on rolls as on 01/11/2014 is given below:-
