Question : MODERN INFRASTRUCTURE FOR SPORTS



(a) whether all the National and International stadia in the country are equipped with modern infrastructure facilities for practice and training of sportspersons;

(b) if so, the details thereof along with the funds allocated and the expenditure incurred for the purpose including upkeep/ maintenance during each of the last three years and the current year, State/UT-wise including Puducherry;

(c) whether the Government has any proposal to build/create modern sports infrastructure of International Standard in the States and upgrade the existing infrastructure at various National/ International Stadia during the 12th Five Year Plan period; and

(d) if so, the details thereof and the funds allocated in this regard along with the time by which such projects are likely to be completed?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 492 TO BE ASWERED ON 12.08.2014 REGARDING MODERN INFRASTRUCTURE FOR SPORTS ASKED BY SHRI R. RADHAKRISHNAN AND SHRI ASHOK MAHADEORAO NETE.

(a) Madam, Government of India has five stadia of international level in Delhi namely Jawaharlal Nehru Stadium, Indira Gandhi Stadium, Major Dhyan Chand National Stadium, Dr. Shyama Prasad Mukherjee Swimming Pool Complex and Dr. Karni Singh Shooting Ranges. Sports Authority of India (SAI) is the custodian of these Stadia. These are equipped with modern infrastructure facilities for practice and training of sportspersons. Apart from these, there are stadia of national and international level in some States like Maharashtra, Goa, Andhra Pradesh, Jharkhand , Kerala and Assam. Details of these stadia which are under the State Governments, are not maintained by this Ministry.

(b) Allocation made and expenditure incurred for the Stadia/playing facilities in Delhi and other SAI Centres during the last three years and the current year is as under:

(c) & (d): The Government is implementing a Scheme named Rajiv Gandhi Khel Abhiyan (RGKA) with a view to creating sports infrastructure throughout the country. Under RGKA, Integrated Sports Complexes will be constructed in every rural block panchayat of the country. Each Sports complex will cost Rs. 1.75 crore and have 11 outdoor and 5 indoor games with flexibility to choose 3 local games within the limit of 16 games. The Outdoor disciplines are Athletics, Archery, Badminton, Basketball, Football, Handball, Hockey, Kabaddi, Kho-Kho, Tennis and Volley ball. The Indoor disciplines are Boxing, Wrestling, Table Tennis, Weightlifting and also provision of a Multi-gym.

The Central Govt. is also implementing the Urban Sports Infrastructure Scheme ( USIS) under which 100% financial assistance ranging from Rs. 4.5 crores to 6.00 crores is provided to (a) State Governments; (b) Local Civil Bodies; (c) Schools, Colleges and Universities under Central / State Governments; and (d) Sports Control Bodies for development of the (i) Synthetic playing surface (for hockey, football and athletics); and (ii) Multipurpose Indoor Halls.

In the general budget 2014-2015, Rs. 200 crore has been allocated for upgrading the indoor and outdoor sports stadiums to international standards in Jammu and Kashmir.

Government has also decided to set up national level Sports Academies for major games in different parts of the country to mainstream sports. It has been decided to set up academies with international level facilities for training of accomplished athletes and for nurturing best talent in the country at junior and sub-junior level for Shooting, Archery, Boxing, Wrestling, Weightlifting and various Track and field events. The Cycling academy at Indira Gandhi Stadium, New Delhi and Swimming academy at Dr. Shyama Prasad Mukherjee Swimming Pool Complex, New Delhi has already been set up.

As far as upgradation of infrastructure in the stadia of Government of India is concerned, it is an on-going process.
