Question : Deen Dayal Upadhyaya Antyodaya Yojana

WILL the MINISTER OF HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-

(a) the number of people covered under different schemes of National Urban Livelihoods Mission (NULM) (Now Deen Dayal Upadhyaya Antyodaya Yojana) during the last three years, State-wise;

(b) The details of the funds allocated and utilized for implementing NULM during the last three years, year-wise and State-wise;

(c) whether under the Deen Dayal Antyodaya Yoajyan National Urban Livelihood Mission; Rs. 15,000 per person can be spent on training of urban poor and if so, the details thereof;

(d) whether social mobilization and institution development through formation of self help groups for training members and for hand holding, an initial support of Rs.10,000 is given byy each group; and if so, the details thereof;

(e) whether for registered area level federations of such groups, assistance of Rs.50,000 is given and if so, the details thereof;

(f) whether at present only 790 cities across the country are covered under Deen Dayal Antyodaya Yojana- National Urban Livelihood Mission and that now any city having population will be covered against the earlier criteria of more than one lakh population; and

(g) if so, the details thereof?

(a) &(b) The details of the number of people benefited under National Urban Livelihoods Mission (now Deendayal antyodaya Yojana – National Urban Livelihoods Mission) and the funds allocated and released under DAY-NULM during 2014-15, 2015-16 and 2016-17 (till 30.11.2016) are at Annexure I and Annexure II, respectively.

(c): As per extant guidelines, training for fresh entrants will be minimum 200 hours (including practical and/or on- the- job training) except where prescribed by any Statute or as specifically approved by the Ministry. The hourly base costs for training are Rs 40.40, Rs 34.70 and Rs 28.90 for categories I, II and III respectively. Besides, there is additional provision for skill training in special areas, for Persons with Disabilities (PwDs), transport costs for trainees, boarding and lodging expenses, post-placement support, etc.

(d): A maximum of Rs. 10,000/- can be spent per self help group for its formation, handholding up to two years, training of all the members, bank linkage and other related activities.

(e): A Revolving Fund support of Rs.50,000/- is available to registered Area Level Federation (ALF) to sustain its activities.

(f): and (g) The Mission was earlier being implemented in 790 cities which included all the District Headquarter towns and other cities with a population of one lakh or more as per 2011 Census. The States/UTs have now been allowed to implement all or any of the components of the Mission in all the 4041 (as per Census 2011) Statutory towns based on their local capacity and requirement.
