Question : Basic Facilities in Rural Areas

(a) whether Rajasthan is peculiar State in the country where most of the population live in villages and dhanis;

(b) whether as per the latest figures the shortage of basic facilities is highest in these villages and dhanis;

(c) the special efforts being made by the Government to address the shortage of basic facilities in the said villages and dhanis; and

(d) the scheme formulated for the expansion and development of basic facilities in Rajasthan State.

(a) : Number of households and percentage of households in rural areas in the states/ Union Territories, including Rajasthan, as reported in the Socio Economic Caste Census (SECC) 2011 is given in Annexure-I.

(b) : To capture multi dimensionality of poverty, the Ministry of Rural Development conducted SECC 2011 which has listed deprivations faced by rural households. State/ UT-wise households admitting incidence of deprivation is given at Annexure-II.

(c) & (d): The Ministry of Rural Development, inter alia, is implementing PradhanMantri Gram SadakYojana (PMGSY), Indira AwaasYojana (IAY) and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), in rural areas of the country through State Governments and UT Administrations. The objective of these programmes is to bring overall improvement in the quality of life in rural areas through employment generation and building rural infrastructure. One of the goals of the MGNREGA is the sustainable development of agricultural economy. Through the process of providing employment on works that address causes of chronic poverty such as drought, deforestation and soil erosion, the MGNREGA works undertaken seek to strengthen the natural resource base of rural livelihood and create durable assets in rural areas.
