Question : Funds under PMMSY

(a) whether all the States have implemented Pradhan Mantri Matsya Sampada Yojana (PMMSY);
(b) the total number of small farmers benefited under (PMMSY);
(c) the district-wise number of such farmers, particularly in Bihar;
(d) the total funds released under the said scheme during the last three years State-wise; and
(e) whether the Government has conducted any survey on the potential of the fishery sector especially in coastal States in regards to exports, if so, the details thereof?

(a) to (d): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a flagship scheme namely “Pradhan Mantri Matsya Sampada Yojana (PMMSY) - to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India” with highest ever investment of Rs.20050 crore in fisheries sector in all the States/Union Territories (UTs) including Bihar for a period of 5 years with effect from the financial year 2020-21. During the current financial year (2020-21), the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has accorded approval to the proposals of 34 States/UTs at a total cost of Rs.2681.39 crore under the PMMSY for development of fisheries in the States/UTs. It is estimated the project supported under PMMSY are likely to benefit large number of beneficiaries especially small and marginal farmers including 4162 numbers in Bihar. The State-wise details of funds released under PMMSY during the financial year (2020-21) are furnished at Annexure-I.

(e): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has not conducted any such studies. However, Marine Products Export Development Authority (MPEDA), Ministry of Commerce and Industry has reported that potential area suitable for export oriented aquaculture in India is estimated at 5.3 lakh ha, of which only 1.58 lakh ha was under farming during 2019-20.
