Question : Skill Development in Vocational Education

(a) whether the Government has any plan to design or prepare skill development and vocational education as per the local requirement resources and traditional knowledge to prepare the skilled workers according to the needs of the rural economy;

(b) if so the details thereof;

(c) whether the Government has any plan to conduct online 333 course and training programmes to reach out to the youth in remote areas and if so, the details thereof; and

(d) the details of the courses and training programmes are available online and if not, the reason therefor?

Answer given by the minister

(a) to (d) The States are better placed to articulate the skilling needs for state speci?c economic activities. Their involvement enables taking up skill development training that caters to the local demand and aspirations. The Centrally Sponsored State Managed (CSSM) component of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), flagship programme of the Ministry, facilitates such engagement with the States wherein the States plan and design skilling initiatives and vocational education as per the local requirements.
State Skill Development Missions identify the traditional arts and crafts for their respective States and conduct the training for the same. States are allowed to conduct up to a maximum of 25% of training targets as traditional apprenticeship. For traditional programs which are not defined by Sector Skill Councils, the state nodal body identifies the competent non-empanelled assessment agency, recognized by State/Centre.

For PMKVY students, the course content has been provided in e-format for online learning. In addition, National Skill Development Council (NSDC) has entered into a MoU with an e-Learning partner to offer more online courses to help those who may not be able to come to skilling centres regularly.
