Question : National Skill Development Mission

(a) whether the Government has fixed any specific target to be achieved through the National Skill Development Mission (NSDM) in the country and if so, the details thereof;

(b) the total funds allocated for the purpose during the last two years and the current year, State and year-wise;

(c) the total number of beneficiaries benefited through the NSDM during the above period;

(d) whether the National Skill Development Corporation (NSDC) has announced expansion plans recently to support the Skill India Mission and if so, the details thereof along with names of States where NSDC proposes to open its offices; and

(e) whether the Union Government is planning to implement phase II of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and if so, the time by which a final decision is likely to be taken in this regard?

Answer given by the minister

(a) Yes Madam. The National Skill Development Mission approved by the Cabinet in its meeting held on 1st July, 2015 aims to provide a strong institutional framework at the Centre and in States for implementation of skilling activities in the country. The key institutional mechanisms under the Mission have been divided into 3 tiers, consisting of an apex governing Council, a Steering Committee and a Mission Directorate (along with an Executive Committee).

The first meeting of the Governing Council of the National Skill Development Mission (NSDM) was held under the Chairmanship of Hon’ble Prime Minister of India on 2nd June, 2016 and the following major decisions were taken:

(i) Skill training to be scaled up to cover at least 1.5 crore people during 2016-2017.
(ii) The Central Board for Skills Certification to be set up to infuse quality into India’s skill development ecosystem.
(iii) Unutilized infrastructure in existing engineering colleges to be leveraged for skill training courses.
(iv) Profit making Public Sector Units (PSUs) to be mandated to scale up apprenticeships, upto 10% of total manpower, over the course of this year. Private corporations are also expected to follow suit.
(v) 500 Pradhan Mantri Kaushal Kendras, which will provide skill training free of cost to be opened this year, to impart training to India’s aspiring youth.
(vi) 50 Overseas Employment Skill Training Centres to be opened this year, in migratory pockets of the country.
(vii) 500 Rozgar Utsavs to be held across Industrial Training Institutes (ITIs), Central Training Institutes, PMKVY training centres, toolrooms etc., to make skill training aspirational amongst youth.
(viii) A national skills competition, known as ‘India Skills’ to be launched during 2016-2017, to recognize the skills of India’s youth. This will be an annual event.
(ix) A national level Convocation to be held during 2016 for candidates who successfully complete ITI courses, to recognize their success.
(x) Over the next one year, the capacity of ITIs to be further enhanced from 18.5 lakhs to 25 lakhs and over 5000 new ITIs to be created.
(xi) Traditional skills to be recognized, nurtured and promoted through informal apprenticeships, under various programmes.

(b) The implementation of skilling activities under the Mission will be as per the budget provisions of various schemes run by the Ministries/ Departments under their respective heads of account.

(c) There are more than 40 schemes in 20 different Ministries which provide a variety of skill development training programmes. The multiple schemes under different Ministries have their own guidelines and there is no centralized record of all different programmes under different Ministries. The Mission aims to create convergence across sectors and States in terms of skill training activities.

This Ministry is implementing the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) under which a large number of youths are mobilized for taking up skill training [fresh training as well as Recognition of Prior Learning (RPL)] to become employable and earn their livelihood. Till Now, about 19.8 lakhs (about 18 lakhs candidates under Fresh training and about 1.8 lakhs under RPL) candidates have completed skill training.

Under the Craftsmen Training Scheme, 11,01,254 and 10,10,795 youths were provided training during the year 2015 and 2016 (upto 31.10.2016) respectively.

Under the Apprentices Act, 1961, 210,783 and 213,819 trade apprentices were trained during the year 2015 and 2016 (upto 31.10.2016) respectively.

(d) Yes Madam. The National Skill Development Corporation (NSDC) has planned for phase wise setting up of its Offices in State Capitals. NSDC has connected with States regarding setting up offices in the premises of their respective State Skill Missions. So far, office space has been offered by the Government of Madhya Pradesh, Kerala, Himachal Pradesh, Uttar Pradesh, Bihar, West Bengal and Telangana. States where offices are proposed to be setup during phase 1 are as under:

(e) Yes Madam. Pradhan Mantri Kaushal Vikas Yojana (2016-2020), the flagship outcome-based Skill Training Scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) has been approved by the Union Cabinet with an outlay of Rs.12000 crore to impart skilling to one crore people over four years (2016-2020). Implementation of the said scheme is currently under progress.
