Land Records
1348. SHRI T.R. BAALU:

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) the efforts made by the Government for providing error-free, tamper-proof and effortless accessible land records which have been the prolonged governance challenge in the country; and
(b) the steps taken by the Government to find asolution for computerization of land records which has been dragging on for decades due to systemic lack of capacity, will and resources and land being a State subject?

(a) Digital India Land Records Modernization Programme (DILRMP), the erstwhile National Land Records Modernization Programme was launched in 2008-09 by the Government of India to digitize and modernize land records and develop a transparent and Integrated Land Information Management System (ILIMS) which will inter alia provide error-free, transparent and tamper-proof land records and their hassle-free online access to the land owners as well as delivery of the copies of records of rights at their door step through kiosks, in a time bound manner, without interface with the revenue officials. Citizen Charters have been prepared by many States to ensure time bound delivery of services.
Many States are issuing Record of Rights (RoRs) through Kiosk / Common Service Centre at Town/Village level or have made possible taking of printouts of the RoRs from the State’s website anytime as records have been placed on the State’s website.
(b) The subject of ‘Land’ and its management falls within the legislative and administrative jurisdiction of the respective States as provided under Entry Numbers 18 and 45 of List II (State List) of the Seventh Schedule to the Constitution. The Central Government, through DILRMP, a Central Sector Scheme, is providing financial assistance to the states, inter alia, for (i) Computerization of Land Records(ii) Computerization of Registration and its integration with land records (iii) Training & Capacity Building - Creation of DILRMP Cells and training of Revenue officials etc.(iv) Modern Record Room for secure storage of information and delivery of services (v) State Level Data Centre - to maintain data repository and backup (vi) Project Management Unit - to provide human resources and other infrastructure etc. to provide support for the effective implementation of various components of DILRMP. Regular review of the progress is monitored through Regional Review Meetings, Video Conferences, Central Management Information System (MIS) and visit of senior officers etc.
