Question : PROVISIONS OF GFR



(a) whether as per his Ministry`s OM dated May 28, 1999 revising the guidelines incorporated in GFR limited tender system is to be adopted in the case of all order the estimated value of which is less than Rs. 2 lakhs, for purchase of value of Rs. 2 lakh and above but less than Rs. 5 lakh tender enquiries are to be issued in the form of classified advertisement in the local newspapers and for purchases of value of Rs. 5 lakhs and above, open tender may be advertised in the National Daily in addition to Indian Trade Journal;

(b) if so, the reasons that the same instructions were not followed by the Ministry of Defence and Central Vigilance Commission who made purchases from the Kendriya Bhandar of the amount above Rs. 20 lakh. 6 lakh and Rs. 54 lakh in September, 1999, and March,2000, respectively in one bill;

(c) the action propose to take by the Government against the said organisations apart from directing the Kendriya Bhandar and NCCF to follow strictly the revised guidelines incorporated in GFRs; and

(d) the details of OM dated May 28, 1999 and revised guidelines incorporated in the GFRs?

THE MINISTER OF STATE IN THE MINISTRY OF FINANCE AND COMPANY AFFAIRS (SHRI ANANDRAO VITHOBA ADSUL):

(a) Yes, Sir.

(b) to (d) However, Department of Personnel & Training (DOP&T) in consultation with this Ministry had issued an OM dated 14.7.1981 which made it incumbent on all Central Government Department, their attached and subordinate offices and other organisations financed and/ or controlled by Government to make all local purchases of stationery and other items only from Kendriya Bhandar in relaxation of the procedure of inviting tenders/quotations prescribed in GFRs. Accordingly, the Ministries/ Departments can make purchases of stationery and other items from Kendriya Bhandar without inviting tenders/ quotations. In accordance with the DOP&T`s OM cited above, Central Vigilance Commission made purchase of 10 PCs of Compaq Presario 7500 model together with 10 HP Deskjet 610 C printers from the Kendriya Bhandar at a total cost of Rs. 6,66,500/- vide bill dated 28th March, 2000. The information from Ministry of Defence is being collected and will be laid on the Table of the House. These guidelines of DOP&T are currently under review.
