Question : National Policy on Marine Fishing

(a) whether the National Policy on Marine Fishing helps in enhancing skills and capabilities of traditional fishermen in deep sea fishing in the country, particularly from coastal areas, if so, the details thereof;
(b) the assistance being provided by the Ministry to traditional fishermen to procure vessels, capacity building, etc.;
(c) the details of financial and other assistance provided to fishermen in Andhra Pradesh during the last five years and the current year, year-wise and district-wise along with the number of fishermen benefitted therefrom; and
(d) any special assistance the Ministry is thinking of providing to Andhra Pradesh since it is the leading exporter of fish and aqua products?

(a) Yes, Sir. The National Policy on Marine Fisheries, 2017 helps in enhancing skills and capabilities of traditional fishermen in deep sea fishing in the country, particularly from coastal areas. As per the recommendation of the National Policy on Marine Fisheries,in order to enhance the skills and capabilities of the traditional fishermen to undertake and popularize deep sea fishing, a training programmeon tuna long lining and hygienic handling and processing of fish onboard the fishing vessels has been started for traditional fishers by the sub ordinate offices of the Department of Fisheries viz; Central Institute of Fisheries Nautical and Engineering Training (CIFNET) and Fishery Survey of India (FSI) with 100% central financial assistance. Already 217 fishermen of Tamil Nadu have been trained in 15 batches onboard the fishing vessels of CIFNET and FSI under this training programme.
(b) This Ministry has introduced a sub-component namely “Assistance for Deep Sea Fishing” under the Centrally Sponsored Scheme (CSS) on Blue Revolution: Integrated Development and Management of Fisheries to provide financial assistance to traditional fishermen for procurement of resource specific deep-sea fishing vesselslike tuna long liners as per the prevailing Guidelines. An amount of Rs. 302.09 crore has been provided as central assistance by this Ministry to the coastal States/Uts namely Tamil Nadu, Gujarat, Andhra Pradesh, Odisha, Andaman & Nicobar and Daman & Diu towards procurement of about 918 number of resource specific deep sea fishing vessels for traditional fishermen.



(c) The details of financial assistance provided by Government of India under the Centrally Sponsored Scheme (CSS) on Blue Revolution: Integrated Development and Management of Fisheries to fishermen in Andhra Pradesh during the last five years and the current year, year-wise is furnishedbelow.
