Question : MAINTENANCE WORKS BY CPWD



(a) the number of residential houses maintained by the Central Public Works Department (CPWD), city and state/lJT-wise:

(b) whether the CPWD has come out with a maintenance charter which fixes time frame for attending to different complaints and if so, the details thereof;

(c) whether there is any monitoring mechanism to ensure the quality of maintenance work undertaken by contractors under CPWD and if so, the details thereof;

(d) the total amount earmarked for maintenance works for current fiscal, State/UT-wise; and

(e) the other steps taken/being taken by the CPWD for quality maintenance work and quick disposal of complaints?

STATEMENT REFERRED TO IN REPLY TO PARTS la) to tel OF LOK SABHA STARRED QUESTION NO.319 FOR 18.03.2015 REGARDING MAINTENANCE WORKS BY CPWD.

(a) : A list of residential houses being maintained by CPWD is placed at Annexure-A.

(b) : Yes Madam, CPWD has adopted a Maintenance Charter. A copy of the Maintenance Charter adopted by CPWD is placed at Annexure-B.

(c) : Yes Madam, CPWD has its own quality assurance mechanism to be ensured by a 3 tier system of Qualify Assurance:-

(i) 1st Tier consists of Quality Control & Assurance by field execution team consisting the Executive Engineer, Assistant Engineer, Junior Engineer who supervise the work on day-to-day basis.

(ii) 2nd Tier consists of Quality Assurance set up at circle level, AE(QA) of the circle office inspects the work periodically.

(iii) The 3rd Tier consists of Quality Assurance unit under each ADO headed by Director (TLQA) and a core wing at CPWD Directorate. To strengthen, 3rd party Quality Control Process has also been adopted by CPWD in all projects costing Rs. 5 Crores and above. This is not a fact. CPWD is always observing the laid down norms during execution of work to ensure the quality. The grit wash plaster done/being done in DIZ Area, Mandir Marg after observing ail quality control norms and strictly as per provisions of the agreement. A copy of Section 53 of CPWD’s Works Manual 2004 is placed at Annexure-C.

(d) : Funds are allotted to CPWD head-wise and zone-wise only, funds are not allotted State-wise. The head-wise funds allotted to CPWD is placed at Annexure DO. The Zone-wise fund allocation is placed at Annexure-D-1 to D-15.

(e) : CPWD has introduced a web based application called ‘CPWOSewa’ for quality maintenance work and quick disposal of complaints, in this system residents can file their complaints online, mobile App and through call centres. CPWD management at all level is monitoring the complaints on the management module of CPWDSewa. Feed back is also taken from residents by CPWD call centre after completion of work.
