Question : Welfare of Dairy Farmers

(a) whether the Government is implementing any scheme to provide special plan/package for welfare of milk farmers in the country;
(b) if so, the details thereof;
(c) the funds allocated and released by the Government for various plans during each of the last three years and the current year with particular reference to Chhattisgarh, State-wise/Plan-wise;
(d) whether the Government has received any proposal from the State Government of Chhattisgarh regarding welfare of dairy farmers during the last three years; and
(e) if so, the details thereof and the action taken by the Government?

(a) to (c) In order to compliment and supplement the efforts made by the States and Union territories to assist Dairy Sector including dairy farmers Department of Animal Husbandry and Dairying has been implementing following schemes: (i) Rashtriya Gokul Mission (RGM) for enhancing milk production and productivity of bovines; (ii) National Programme for Dairy Development (NPDD) for creating and strengthening of infrastructure for Procurement, Processing and Marketing of Milk & Milk Products; (iii) National Dairy Plan Phase I the scheme has been discontinued from November 2019; (iv) Dairy Processing and Infrastructure Development Fund (DIDF) focuses on creation/ modernisation/ expansion of processing infrastructure and manufacturing facilities for Value Added Products; (v) Supporting Dairy Cooperatives and Farmers Producer Organizations engaged in dairy activities for providing soft loans for working capital to enable State Dairy Cooperative Federations to provide a stable market access to farmers and (vi) Dairy Entrepreneurship Development Scheme implemented through National Bank for Agriculture and Rural Development (NABARD) for creation of entrepreneurship among dairy farmers. Details of the funds released during each of the last three years and the current year under above mentioned schemes is given at Annexure I to IV.

(d) & (e) Department of Animal Husbandry and Dairying has not received any proposal from the State Government of Chhattisgarh regarding welfare of dairy farmers during the last three years. However, funds have been released to the State of Chhattisgarh under dairy development schemes being implemented by Department of Animal Husbandry and Dairying.
