Question : Cattle Shelters in Jharkhand

(a) the total number of Government and non-Government registered cattle shelters in Jharkhand, district-wise;
(b) the average fund allotted to each cattle shelter;
(c) whether there is a provision of support grant for non-Government registered cattle shelters;
(d) if so, the details thereof; and
(e) the details of benefits and schemes to encourage and support non-Government registered cattle shelters?

(a) Fifteen animal welfare organizations including gaushalas have been recognized by Animal Welfare Board of India in the State of Jharkhand. District wise details are as under:
1) Deoghar -2
2) Jamshedpur-2
3) Singhbhum(West)-1
4) Singhbhum(East)-1
5) Dhanbad- 2
6) Ranchi-4
7) Dhumka-2
8) Hazaribagh-1

(b) During 2014-15 and 2015-16 only one animal welfare society applied for assistance and Rs.450000/- was released to them. Thereafter, no animal welfare society or gaushalas have submitted application to Animal Welfare Board of India for seeking assistance.

(d) The non-government organizations those are registered under Animal Welfare Board of India are eligible to avail grants under the schemes namely (i) Scheme for shelter house for looking after the animals, scheme for provision for ambulance services and (iii) scheme for relief to animals during natural calamities and also (iv) under regular grants and rescue cattle grants scheme.

(e) The details of benefits and schemes to encourage and support non-Government registered cattle shelters are as under:


(i) Regular grants and rescue cattle grants:

Under the regular grant, the Animal Welfare Board of India gives financial assistance to the recognized Animal Welfare Organisations as regular grants towards maintenance of animal shelters, animals medicines, purchase of medical equipments and conducting of veterinary camps etc and rescued cattle maintenance grant for maintenance of the animals rescued from illegal transportation / slaughter houses.


(ii) Scheme for Shelter House for looking after the animals

The objective of this scheme is to establish and maintain shelter houses for distressed animals in the country. The Non-Governmental Organizations (NGOs) and Society for Prevention of Cruelty to Animals (SPCAs) are eligible for seeking of grants for construction of boundary walls, shelter, water tank, drains, in-house Dispensary, medical equipment, contingencies etc for a maximum of Rs.25.00 lakhs including 10% of contribution from Animal Welfare Organizations .


(iii) Scheme for Provision of Ambulance Services to Animals in Distress

Under this scheme the animal welfare organizations are given grants for purchase of suitable vehicles for transportation, rescue and also for providing emergency services to animals in distress. Non-Governmental Organisations are also eligible to seeking assistance to the extent of 90% of the cost of a suitable vehicle and equipment and fitting thereon. The maximum amount of grant-in-aid is limited to Rs.3.50 lakhs for purchase of vehicle and Rs.1.00 lakhs for equipment and fitting thereon.

(iv) Scheme for Relief to Animals during Natural Calamities

Every year, there are natural calamities in the form of flood, drought, earthquake etc. In such circumstances there is an immediate requirement for provision of fodder, the adequate shelter, medical attention etc. for the affected animals. Funds for relief to such animals are provided under this scheme through the Animal Welfare Organizations.
