Question : PMKVY in Karnataka

(a) whether the Government has implemented the Pradhan Mantri Kaushal Vikas Yojana in Karnataka as well;

(b) if so, the details thereof;

(c) the number of persons trained under this programme in Karnataka during the last four years and the current year, district-wise and year-wise; and

(d) the total amount of funds allotted for this scheme in Karnataka particularly for Bengaluru during the last four years?

Answer given by the minister

(a) to (d) Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing a flagship scheme known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20 with an objective to provide skilling to one crore people under Short Term Training (STT), Recognition of Prior Learning (RPL) and Special Project (SP) across the country including the State of Karnataka for four years i.e. 2016-2020 with an outlay of 12,000 crore. PMKVY 2016-20 has two components known as Centrally Sponsored Centrally Managed (CSCM) being implemented by National Skill Development Corporation (NSDC) and Centrally Sponsored State Managed (CSSM) being implemented by State Skill Development Missions of the States/ UTs popularly known as State- Engagement Component of PMKVY (2016-20). The district – wise number of trained candidates in State of Karnataka under PMKVY 2016-20 is given at Annexure.

Further, under CSCM component of PMKVY 2016-20, there is no provision of State-wise funds allocation. However, under CSSM component of PMKVY 2016-20, 25% of the funds and corresponding physical targets of PMKVY 2016-20 has been allocated to the States for the implementation of scheme through State Skill Development Missions. Under this component, after evaluation of proposal received from Skill Development, Entrepreneurship and Livelihood Department (SDLD), Karnataka, Ministry has given in-principle approval of a total target of 94,164 candidates and corresponding financial allocation of Rs. 138.08 Cr. for FY 2016-20. Out of which, as on 24.01.2019, funds amounting to Rs. 21.43 Cr. has been already disbursed to State Government for the implementation of CSSM component of PMKVY across the State including Bengaluru.
